Isakson and Roe Section 1018 Requirements
The Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (See link attached), also known as Public Law 116-315, introduces fresh obligations for educational institutions involved in the educational assistance programs administered by the U.S. Department of Veterans Affairs (VA). These new mandates came into effect on June 15, 2021, and apply to both Institutions of Higher Learning and Non-College Degree institutions starting from August 1, 2021. While many of these requirements align with the existing Principles of Excellence outlined in Executive Order 13607, there are additional conditions that schools must meet to maintain their approval for participation in the GI Bill® program.
Under the new provisions, schools must provide financial information to students using benefits under chapters 30, 31, 32, 33, or 35 of Title 38, U.S.C., or Chapter 1606 of Title 10, U.S.C. with a College Financing Plan (personalized shopping sheet) that contains:
The estimated total cost of the course includes tuition, fees, books, supplies, and any other additional costs

The costs covered by VA Education Benefits depends on the student's eligibility, which is determined by the U.S. Department of Veterans Affairs
For California State education benefits, specifically the College Fee Waiver for Veteran Dependents, eligibility is determined by the County Veterans Services Officers in California.
Regarding Federal Veterans Benefits such as Chapter benefits, eligibility is determined by the United States Department of Veterans Affairs.
Chapter 30: The benefit is paid directly to the student. It is advisable for students to plan ahead and make payment arrangements with the Student Business Services. Stipends are provided only for the months of reported school attendance.
Chapter 31: The benefit is paid to both the student and the institution. The Veterans Readiness and Employment (VRE) program under Chapter 31 covers tuition and fees. The VA sends the tuition and fees directly to the institution. UC SHIP insurance can be waived during specified waiver periods if comparable coverage is provided. However, SHIP insurance is not covered by the Chapter 31 VRE program. It does cover all other tuition and fees, including course material fees, bookstore fees, and parking permits.
Chapter 33: The benefit is paid to both the student and the institution. The Post 9/11® program under Chapter 33 will cover tuition and fees based on the percentage set by the VA. The payment for tuition and fees is sent directly to the institution by the VA. Similar to other benefits, stipends are provided for the months of reported school attendance.

Please be aware that the Financial Aid Office will coordinate your Chapter 33 benefits with any other financial aid offered to ensure there are no conflicts with aid specifically designated to cover tuition and fees (e.g., Cal Grant) or impacts other need-based aid. By law, the VA is the last payor of tuition and fees under Chapter 33. This means if additional funding sources exist, tuition and fees will be paid utilizing those funds first. If any costs remain, the VA pays last.
Chapter 35: The benefit is paid directly to the student. It is recommended that students plan ahead and make payment arrangements with Student Business Services. Stipends are provided only for the months of reported school attendance.
